JSC "Malaya Energetika" is focusing on the feasibility studies and introduction of small-scale power sources mainly in power units out of decentralized power supply. But last years there has grown an interest to consumers ofautonomous, fast-mounted and module power sources of centralized power supply. Power energy producers such as regional power systems also show their interest to such a power sources.
The construction of small-scale power plants doesn't need considerable investments and the commission periods are lower than for large power plants. Such power sources are especially effective when they are the alternative for additional power transmission lines construction in the regions were there is a lack of power network transmission capacity and transforming substations.
The main obstacle for broad introduction of small-scale power sources is an absence of free funds in the budget of potential customers.
It is necessary to mention that investments in infrastructure development (and power engineering is the main component of every enterprise infrastructure) always had secondary importance in the comparison with investments in main production.
Considering this factor, we came to the conclusion that our development strategy must be based on the well-known scheme in the world "build - own - operate". It suppose that potential power consumer is under an obligation to pay for power energy and heat which he gets from the power source that was built using our funds.
The long-term agreement for energy buying is being signed with consumer and it contains all payment guarantees.
Such an agreement is a source and guarantee for returning of our funds.
Besides the agreement on energy buying the buyer is to guarantee the conditions for power source construction on its territory ( licenses, land allotment, public opinion, local authorities agreement).
We hope that this proposal will interest the potential power energy buyers and will open a new page in the development of small- scale power engineering in Russia.
